Promotions at the squadron are in compliance with the national order as indicated in CATO 13-02.

MERIT REVIEW PROCESS
Every cadet shall be subjected to a merit review process before becoming eligible for promotion. For promotion to the ranks of WO2 and WO1 and for appointments to the positions of Parade Commander, Deputy Parade Commander & Parade Warrant Officer, a merit review board will be convened, which will interview the cadet and review their credentials. The DCO is responsible for the Merit Review Process and keeps an up to date Merit List. The CO is the ultimate authority on all promotions and parade appointements.
MERIT REVIEW BOARD FOR PROMOTIONS TO WO2 AND WO1 AND SENIOR PARADE POSITIONS (PCmdr, DPCmdr, PWO)
The interview board consists normally of three members which includes at least one CIC member and one member of the Sponsoring Committee. The Cadet Parade Commander may be invited to sit on the interview board if appropriate. The intention is to ask questions that are relevant to rank promotion or parade position. Normally a cadet will be required to speak about previous leadership experiences, their personal goals and their goals for the squadron and/or the cadet organization.
During the interview, the following attributes are assessed based on answers given or deportment during interview
- Leadership ability and experience
- Ability to communicate a vision for the future of the unit
- Time management and dedication
- Ability to perform under pressure
- Knowledge of the role
- Knowledge of the cadet program and unit structure & policies
- Community service
A review of the cadet's file also occurs. For the file review, Merit Review Board consists normally of the of DCO (chair), TrgO, OpsO & Trg Coordinators. The chair of the Merit Review Board will retrieve each candidate's database file and highlight certain acheivements and contributions. The following items are evaluated: Historical attendance at squadron activities, Summer camp and regional or national activity participation (and results), performance in their respective level, previous disciplanary issues and any noticable improvement, squadron awards, regional and national awards and distinctions. Results are compiled and reviewed by the board, along with interview results. The file review is conducted by the board and the Commanding Officer.
A subjective review of the candidate's past performance and future potential is reviewed and discussed by the board and the Commanding Officer.
Recommendations made by the board are subject to the final approval of the Commanding Officer.
FOLLOW-UP AND DEBRIEF - WO2 & WO1 PROMOTIONS AND SENIOR PARADE POSITIONS
Cadets who will not be promoted to WO2/WO1 or appointed to a senior parade position will be debriefed before the announcement is made publically.
